Frances Matthews Williams, 93, of Morristown, went to be with the Lord Thursday, June 19, 2025. She was a longtime member of Noe’s Chapel Methodist Church and longtime member of Eastern Star Hamblen Chapter 31.
She was preceded in death by her parents, Melvin and Lona Matthews; brothers, Walt Craven and Earl Matthews; sisters, Joni Craven and Candace Matthews Chaisson; stepbrothers, Charley, Donny, and Scotty Craven; husband, James L. Carter; grandson, Brandon Bishop; daughter-in-law, Melissa Chapman Williams; brothers-in-law, Roy and Bobby Williams; special friend, Giselle Rogers.
Frances is survived by her husband of 56 years, Curtis Williams; children, Deb Carter Bishop, Jim (Jean-Marie) Carter, and Leslie Williams; grandchildren, Chadd (Carol) Bishop, Autumn (Jeremy) Gibson, Drew (Christy) Bishop, Matthew Carter, Marguerite Carter, Barry Williams; great-grandchildren, Wyatt Bishop (Dylan) Hatfield, Corbin Bishop, Codi Bishop, Danielle Charles, Rayne Gibson, Bear Gibson, Reagan Bishop, Kane Bishop, Reece Bishop, Taylor Carter, Calli Carter, Emory Francis, and Stetson Francis; great-great-grandchildren, Branley Hatfield and Cash Hatfield; sisters, Camille Matthews, Ellie Fowler, Reta M. Chaffee; sister-in-law, Joy (Bruce) Harring; granddaughter-in-law, Shae Bishop.

The family will receive friends from 6:00 – 8:00pm Monday, June 23, 2025, in the East Chapel of Allen Funeral Home. Funeral services will be 11:00am Tuesday, June 24, 2025, at Noe's Chapel Church with Reverend Sherry Sellers officiating. Interment will follow in Noe’s Chapel Church Cemetery.
In lieu of flowers, the family requests donations be made to Noe’s Chapel Church or to a charity of one’s choice.
